Towards Global Standards:
Implementing the Quality Matters (QM) Framework
in Online Learning Design
As part of its commitment to strengthening the quality of teaching and learning, UPH continues to adopt internationally recognized approaches to course design and quality assurance. This initiative supports UPH’s vision of achieving global recognition by ensuring that online learning experiences are designed according to clear, consistent, and internationally informed standards.
To support this goal, UPH has introduced the Quality Matters (QM) Framework, an internationally recognized framework from the United States for evaluating and improving the design of online and blended courses. QM provides principles and standards that guide faculty in creating well structured, learner focused courses that support student success and continuous improvement in course design.
What Is the Quality Matters Framework?
The Quality Matters (QM) Framework provides a set of principles and standards that can guide faculty in designing well structured, learner focused online courses. Rather than focusing only on the content of a course, the QM Framework encourages a holistic approach to course design, including how learning objectives, assessments, instructional materials, activities, and course technology work together to support student success. Through the QM Framework, UPH aims to establish a more systematic and consistent approach to developing and evaluating online courses.
Quality Matters Socialization Session
To introduce the QM Framework and its implementation at UPH, a socialization session was held for faculty members on Thursday, July 30, 2026, from 10:00 to 11:30 WIB. The session introduced the fundamental principles and key standards of instructional design within the QM Framework, while encouraging faculty members to consider how these principles can be applied to the development and improvement of their own online courses.
