Course Outline Design

RPS/Syllabus is a lesson plan created by instructors to achieve student’s learning objectives within one semester. The lesson plan is designed to assist in fulfilling Course Learning Outcome (CLO) and Program Learning Outcome (PLO).

When designing the lesson plan, it is essential to consider several references, including:

  • Ministry of Education and Culture Regulation Number 53 of 2023 regarding National Standards for Higher Education (link).
  • UPH Rector’s Regulation Number 002.001 of 2021, related to the Integration of Research and Community Service into Learning (link).


This integration can be achieved by:

  1. Ensuring that teaching, research, and community service are interconnected and continuous.
  2. Ensuring that research topics or community service are relevant to the field of study roadmap, graduate learning outcomes, or the expertise of instructors.
  3. The course design should ideally be an update based on the results of research or community service, applicable through teaching materials and experiences in the learning activities.
  4. Integrating teaching materials or case studies in the learning process that refer to the results of research or community service into the activities plan in the RPS or listing them in the references section.
  • Implementation guide for student-centered learning published by the Ministry of Education and Culture in 2023. Student-centered learning utilizes various active teaching methods such as case-based learning (CBL), problem-based learning and inquiry (PBL), collaborative learning (CL), cooperative learning (CoL), project-based learning in collaborative teams (PjBL), and other active learning methods (link).
  • Key Performance Indicators for Higher Education (IKU 7). In addition to encouraging instructors to design collaborative and participative classes through Case-based Learning (CBL) and Project-based Learning (PjBL), a minimum of 50% of the assessment weights are derived from participatory activities and student project outcomes (link).
